Filipa Serôdio Pinheiro

Trained lawyer, holding both a Bachelor’s and Master’s degree in Law from Universidade Católica Portuguesa in Porto, Filipa has developed her career at the intersection of law, urban planning, and real estate development, with a particular focus on urban regeneration and cooperative-based housing projects.

 

At +urbano, where she started working in 2014, she served as project manager and real estate developer, and later as legal director, leading urban rehabilitation and asset conversion projects such as Passeio dos Clérigos, Quarteirão de D. João I, Mercado do Bolhão, Via Rápida, and Coletivo de Azurém, among others.

 

Since 2023, she has been part of MOME as legal & compliance director, contributing to the definition of the concept, business model, and legal structuring of housing and construction cooperatives, as well as the development of new housing models.

 

Her professional thinking is deeply informed by the topic of New Uses of Buildings as a Form of Urban Regeneration, the subject of her Master’s dissertation, advocating urban regeneration as a key tool for sustainability, territorial cohesion, and long-term value creation.

She has been an associate member of the ULI – Urban Land Institute since 2020, joining the Urban Regeneration Council in 2023, and is a full member of APU – Portuguese Association of Urban Planners, AD URBEM – Association for the Development of Urban Planning and Construction Law, and the European Network for Housing Research.
